I get the IP of the terminating gateway here:

Gatekeeper=192.168.250.20
Type=Gateway
H323ID=gnu-01
Password=gateway
GK 192.168.250.20 returns 192.168.250.135 (pl or plovdiv, my mistake)
The problem is that in order to resolve the number the 192.168.250.20 GK
requires 00+35XXXXXXX and 192.168.250.135 requires only 35XXXXXXXX
I've added 192.168.250.135 as gateway only in order to modify the number
that I'm sending to it.
ARQ
GW----0035XXXX---> Gnu -----0035XXXX ---> GK
ACF
GK ---192.168.230.135---> Gnu
Gnu -0035XXXX--> 192.168.250.135
The result that I'm targeting is
Gnu -35XXXX--> 192.168.250.135

The gatekeeper does not know where to route the call.
You should do something like:
[RasSrv::PermanentEndpoints]
192.168.250.135=plovdiv;0035
which means that the permanent endpoint (gateway) "plovdiv" serves the
prefix
0035 and all calls which have come to the GK with 0035* shall be routed to
the "plovdiv" gateway.
Your rewriting rules shall not work.
The name of the gateway defined in "PermanentEndpoints" and the Rewrite
section must match.
"pl" does _not_ match "plovdiv".
