Remember that PrefixAuth works only for registered endpoints (ARQ messages).
Why don't you take a look into contrib/ipauth module - it contains a simple module that is capable of controlling all possible scenarions (RRQ, ARQ, LRQ, Setup).

And can setup calls from other ip`s!!!!
