As for the CDR accounting to a file, the solutions is very simple - read the 
tutorial:

Currently supported accounting modules:

    * FileAcct

      A plain CDR text file logger. It outputs status line like CDR lines to a 
specified text file. This module supports only stop accounting event. 
Configuration settings are read from [FileAcct] section.

As you see. the FileAcct module supports ONLY STOP accounting event.

And you have:
