Probably you're right. But it also is important to confirm that ScreenXXX is working and your problems are due to missing Calling-Party-Number-IE.
I'd suggest grepping gatekeeper logs and try a few experiments with ohpone/openphone.

I think that makes sense now.. if ScreenXXX doesn't insert CLI if the orginating endpoint's CLI is not set.. then that must be the reason I'm not getting the CLI screened as there's no CLI set as the calls hit the GK to start with.
It would be a good idea for ScreenXXX to work even on endpoints that have no CLI set as many of them don't.
