Your symptom does not match what you are observing with the Progress
Indicator.  If the AS5350 receives 0, that would mean that there is no
in-band information, so it should play a locally generated ringback.
If the AS5350 receives 8, then it should play the RTP stream.

A typical cause of no ringback is the opposite of what you are
seeing -- the progress indicator shows in-band information, but there
is no audio to play.
