u have to checkout HEAD or 
MAIN branches for latest 2.2 beta version and v2_0 for latest 2.0.9 version 
for these features.

I used WinCVS to checkout from CVS using 
   v2_0_8 and v2_2b4  tags , I can not  find these features 
  in 2.0.8 and in 2.2b4.  But  checking out without giving any 
  tag/branch( which will give me the current cvs HEAD), I can see 
   these features in  Radauth.cxx  file. I'm wondering what is 
  going on.  Can somebody please tell me how to checkout version that 
  contains these features?

      1.   in what version can I get  Radius based routing and 
      Credit/balance control features? are they/going to be  in 2.2bx  
      and/or in 2.0.8 ?
      2. if I move from  2.0.8 to  2.2, am I going to lose any
