I haven't tested that out, but I'm assuming that the ARQ message sent from your endpoint to the gk must have the destCallSignalAddress already included. It appears that the initial ARQ the gatekeeper is receiving from your endpoint does not include it(Check the debug log). Which is why the gatekeeper does not know where to route the call to. So if your endpoint some how supports the destCallSignalAddress field to be included in the initial ARQ message then according to the documentation it should route it to that destination if you have CallUnregisteredEndpoints=1.
