Not the best way - you'll also need to find some way for radius to distinguish between a simple access request and rerouting request. It's better to define something like an extra attribute that could be sent by radius and understand by gnugk:
ivr-in=priority-queue:gw1,gw.example.com,somethingelse.org:1800,123.23.45.76:1720;
 so that gnugk will try sequentially all provided routes.
