You just compile PWLIB and OPENH323 but not gnugk.

It run the gatekeeper in medium verbose mode using config file gnugk.ini 
located in /etc. gnugk is the binary executable. Sould be located in 
/usr/sbin

As said above, compile the gatekeeper program.
