I use radius and I track each call by a conerence id & caller/calee id etc. For each initiated call there created a data structure (in ram) in radius and in case such a structure already exists in radius (with given caller id and conf id) then my billing app considers the request as repeated and simply repeates reply (based on the data in the structure). Also I made it behave like this only if the repeatative request is received not later than 5 seconds after the first request and not after accounting-start (as a security precaution). So...
