If you are using gk 2.2 you probably need to modify routing policy:

[RoutingPolicy::OnARQ]
default=vqueue,explicit,internal,parent,neighbor

or (more specialized):

[RoutingPolicy::OnARQ]
595=vqueue,explicit,internal,parent,neighbor
