In general, LCR should be soon available through RADIUS. The server
(database) will have a possibility to select LCR and return it back to the gk.

I did recently some experiments on failover rerouting and it seems that it
usefulness is restricted only to closed environments, when you have well
designed terminals/gateways that conform fully to H.323 specs.
With most cheap gateways simply forget about fastStart/H.450 - failover
requires then detailed H.245 manipulation to receive good interoperability.
But this result in call setup/audio setup delays...
