Yes, I had the same problem with Siemens HiPath + VG-150 H.323 module. When Gnugk is in proxy mode, it doesn't work. As I saw, the only way for interaction between Siemens (they use RadVision's H.323 stack) and Gnugk is via RRQ. Also, I was not able to find in their documentation how to route all calls with a prefix to the gatekeeper. Honestly said, it is a big shame for Siemens, because their H.323 implementation SUX. They do not have an option to set the RRQ TTL or the H.323 ID.
