What means CDR: ignore not connected call

Hello

I installed gnugk on a linux firewall/nat box and tried to make outgoing
calls over it using Gnomemeeting on one internal host.

I can successfull register the client:
    New EP|192.168.42.109:1720|Christian Hammers:h323_ID|terminal|3898gk1
    RCF|192.168.42.109:1720|Christian Hammers:h323_ID|terminal|3898gk1;
    GK      Send registrationConfirm to 192.168.42.109:1027

but the outgoing call is denied. It even seems that my client drops the
connection. Gnomemeeting just says "bandwith insufficient". There are
no connection packets going through the external interface of the firewall:
