i think this would be easier if you just had a company that could terminate 
all international calls since you would have to have a gw in every country 
unless you only want to send to 1 country. the problem with your last part is 
that lets say they pick an extension for UK. so they dial 1000 for UK, after 
that if you have a gateway with FXO connected to telephone system in UK all 
they will get is dial tone, then they must dial a phone number as if they are 
located in UK, no country code but just a number. if they dial outside the 
city, this is another number to dial. it would be easier for them to dial 
this local phone number, enter country code and phone number and just place 
call to destination. international rates vary by country so you would have to 
have complex rate tables and a billing system to calculate costs. i use a 
billing system from datatech labs and this can do this for you.

then you must decide how you will accept payment from your customer, either up 
front (debit card) or at end of month (post paid), again the datatech billing 
system can do this for you.

i know this is not a simple answer but i do this function every day as part of 
my business and use gnugk, welltech gateways and the datatech labs billing 
system to accomplish this, works great.

i love HCM city very much. my dream is to retire and live there. i have many
