IP to IP gateway

Hello everybody.
Is there any way to make the OpenH323GK work as an IP-to-IP gateway? I need to have it registered with another parent gatekeeper (not an OpenH323GK) and listening for incoming calls in its own call signal address. Upon reception of a "Setup" message (from an unknown endpoint, i.e. registered with its parent or in outer zone),it should send an ARQ message to the parent, in order to obtain the destination call signal address for call completion.
This feature is crucial for wholesale call managment, in which the originating and termination gateways are settled in outer zone. It is compulsory to proxy the calls (signaling, h.245, media), due to restrictions imposed by the termination providers (all traffic must come from a single IP address).
