my understand is that if you define a neighbor (gatekeeper) and a prefix, if a 
call is for that prefix the gnugk will use an LRQ (location request) to the 
neighbor gk to see if it will accept the call. if a neighbor sends back a LCF 
(location conformation) then the call will be routed to that gk.
