After sniffing the packets, I found the problem. The Netmeeting receive client was behind a Linksys router. The Linksys router was changing the H245 address to the "real" IP address in the "connect" message being sent to the gatekeeper. I guess the gatekeeper sees this change and assumes Tunneling can be performed. It then sends the Start H245 Facility message. I took the Linksys router out of the network and everything worked fine. Need to either change client or router.
