Re: time format used in Radius accounting messages on Windows XP

There is probably some system setting that decides whether localtime system
function returns short or long tz name. I failed to find a good way to obtain
unix-like tz name on Win32. I am thinking about replacing it on Windows
with simply gmt offset string (like +02:00).

P.S.: Be happy that you've got english tz name - on localized system you will
get a localized translation;-)
