time format used in Radius accounting messages on Windows XP

Hi,

I noticed that time passed in Radius Accounting message from gnugk 2.0.6 on
windows XP looks like:

h323-connect-time = "09:42:20 W. Europe Daylight Time Wed Oct 08 2003"

whereas on Linux/FreeBSD and on Cisco, Quintum it is like:

h323-connect-time = "09:42:20 UTC Wed Oct 08 2003"

Does anybody knows if it is possible to have time string on XP look like on
other platforms. What is NTP specification?
