Try the newest gk version - it works as you would expect. The problem is that your billing system does the wrong thing - if the call is not to be accepted, Access-Reject has to be sent. Also Cisco docs say that Access-Accept can only carry h323-return-code=0. But many billing system vendors tend to ignore this. But... you have a bigger problem - you are using Quintum billing and it is sending Cisco attributes with Quintum vendorId, so these are not even recognized by the gk.
