You should not setup GK2 as your neighbor. The config entry:

[RasSrv::Neighbors] 
GK2=GK2_IP_ADDRESS

is just present to signal that calls incoming from this GK to your GK
should be classified as "neighbor calls". Important note is that you should
not define here anything more to the IP address (no prefix,...), because
you do not want to send LRQ messages GK2. GK2 is configured as a permament
endpoint and has a prefix assigned in other config sections.
