The gatekeeper would initiate a call to a an enddpoint B and transfer it's local end of the call to endpoint A thus simulating A making a call to B.

It's very nice feature for a Call-Center setup with database dialing, also called "power dialing".
Or maybe you want to create a desktop application where you click a number and it is being dialed for you.

There is no special H.450 procesure for it, just a nice CTI feature a gatekeeper can simulate.
