- what's the exact error that NM is reporting?
The NM error message is "The other party did not accept your call".

- what's your network layout including firewall, NAT, etc?
I using the Shorewall with 16 static ip like xxx.xxx.xxx.96/28 and the
firewall is xxx.xxx.xxx.113/28 and xxx.xxx.xxx.97/28.

- it might not matter, but it's always nice to know about the endpoints
I use the win98 and netmeeting 3.01
