We did want to keep interaction between non-crypto ({gnu.,} 
java.security) and crypto ({gnu.,}javax.crypto) to a minimum, to make  
it easier for people to package up "exportable" versions of Classpath.

This is just one (easy to find) place, so I'd say yes.
