Where is the cursor placed , when clicking ( on top edge ) to select awindow ?

Interesting .  Additionally, are the window buttons highlighted whencursor is placed over them ?

I suspect you may be hittinghttp://bugzilla.gnome.org/show_bug.cgi?id=128206 , though highlyunlikely .

imho, i dont believe so .
Nonetheless, check if disabling "/apps/panel/global/tooltips_enabled"key with gconf-editor helps .
