Slow == maybe half a second. Fast == as fast as possible. You know the kind of thing: when you're whizzing around the UI and you're rapidly clicking on widgets. That sort of 'fast'. My best stab-in-the-dark guess is that there is a slight mouse motion detected as well as the click and the UI interprets that as an attempt to move the icon off the panel.
