It is not possible to create a hard link in WORM mode.
If a file is in WORM mode then even from hard links you can not change the data,
since both point to the same location on the disk.
Once a file becomes immutable it is not recommended to change its contents and metadata.

May I know the use case where you want the hard links to be allowed in the WORM mode?
