Use the latest 3.8.x though for doing this process. I remember there was some performance issue with arbtier+sharding which is fixed in latest 3.8.x release.

Increasing replica count doesn't trigger rebalance. Self-heal daemon will automatically sync the metadata to the arbiter brick after you add it.
