Sort of.  At one level we have AFR/EC failover, which is all you need
for FUSE or GFAPI.  At another level Ganesha and Samba do their own
failover, to serve users of their respective protocols.  So failover
does exist without FUSE, but it might be a different "flavor" than
you're used to.
