[PATCH] svnrdump_sim: start the script with /usr/bin/env python

All the python scripts except contrib/svn-fe/svnrdump_sim.py
start with "#!/usr/bin/env python".

This patch fix contrib/svn-fe/svnrdump_sim.py to do the same.
