[PATCH 2/n] gitweb: Use '&iquot;' instead of '?' in esc_path

Use "&iquot;" Latin 1 entity ("¿" -- inverted question mark =
turned question mark, U+00BF ISOnum) instead '?' as replacements for
control characters and other undisplayable characters.
