TortoiseGit.DLL that explorer plug-in is not biggest problem.
The biggest problem is TortoiseProc.exe, which is inclued all GUI,
such commit, diff, log view...

TortoiseGit.Dll just launch TortoiseProc.exe to do actuall operation.

git-cheetah just is equal TortoiseGit.DLL.
