Different academic institutions have different citation standards; that particular
question belongs to the questioner's institution, (AFAIK).

To the best of my knowledge, you can only cite books, including very
recent ones: Akkana Peck is publishing a third edition of her book at
Apress, and I'm publishing a new book at No Starch. Mine will be
published in a few weeks, and it will be probably the same for Peck's
one. The book "GIMP for absolute beginners", also at Apress, is
announced in only a few days.
What I heard from your editor is pretty much what I heard from Apress:
they are waiting for v2.8 to be announced.

I think Nicolas Robidoux could help you with some references regarding
GEGL's samplers, and one of pippin's operations got a scientific
coverage last year in some Norwegian magazine or something. You can
also dig something at http://www.siox.org/details.html, and I'm pretty
sure there's more.
