That would require that all file save plug-ins somehow tell the GIMP core what features they support. Of course this would be possible to implement, but it is not trivial and it could not be done in a backward-compatible way. Something to consider for the next generation GIMP plug-in API, but not a helpful suggestion for the current discussion.
