I don'tṫ know how many people actually rely on this toggle. But this is a usefull behavior when you scale up small image by a 2 or 3 times factor (rather usefull), and could be anooying when scalling down. So maybe, one thing would be to make GIMP's defuaslt behavior to be:- if the image is scaled up and the window is smaller than a certain percent of the screen(like 60%, or space for the main window + dockables at the sides), the iamge window would increase in size- if the image is scaled down, do not reduce window size.
