For now "focus follows mouse" worked acceptably with click or keypress
anywhere in the image (mod keys like control were enough) to select
which will the layer stack show, for example.

It makes the system slightly "click to focus", but still acceptable
IMO. Personally that is what I do, as one hand is normally near the
mod keys already, and I am sure it is unable to trigger anything like
click or drag could do, so a quick shake of mouse and press & release
key goes fine (target is as big as the window, bad side effects zero).

Part of the reason it also works is the fact there is a clear display
of what is going on (selector changes and so does the layer stack), so
maybe the menu window should show such info too.
