It kinda depends on how you see it, and how you make the system. Let us assume that a user builds GIMP from source, for some reason (any reason). Wouldn't it be logical if that user also wanted to build the plug-ins from source? Optionally, have a script or something that allows the building from source to work. For a really good example on how to do this, look at Perl and CPAN. Now look at e.g. Debian -- does CPAN make any trouble for them? Doesn't look like it from my perspectiv, at least. :-) Have plug-ins in a standardized installation/building form, and a single tree, possibly with world-wide mirrors.
