I agree with Daniel. I18N maintainers already have too much to do.
Frankly, I think we should try to ship 1.2 before changing how
plug-ins are handled.
  
Already plug-ins are a pain in the ass. Half of the authors can't be
reached. Some messages are cryptic jokes. Some messages marked for I18N
are internal error messages that are meaningless to end users. Etc...

Don't increase our workload with some half-thought attempt at
rationalizing plugins. We shall have time to set this up AFTER 1.2 ships.
