Apparently the right way to put in line breaks is this:

Apparently the right way to deal with an itemized list inside a Figure
is to put it outside the Figure, so I moved it to "More Information" at
the end of the file.
Now the xml file validates:
elle@localhost ~/code/gimp-help/gimp-help-2 $ make validate-en
*** Validating XML (en) ...
en: no errors.
Unless there are objections (and/or advice), I'm going to try to make
and upload a patch. I do already have commit rights, fwiw.
