The German gimp.tex contains \usepackage[ngerman]{babel} ... \setupbabel{de} and /usr/share/texmf/tex/generic/babel/germanb.ldf contains e.g. \def\chaptername{Kapitel} which (as far as I understand) leads to the automatic translation of "Chapter x" to "Kapitel x".
