But it used to work for you, and it worked for everyone else.

I think the most likely reason is a cygwin(?) locale/encoding error, 
so that the XML file was not UTF-8 encoded. For ASCII chars this doesn't 
matter, but any non-ASCII char may cause problems.

(Just checked: I added an "EN DASH" (0x2013) and an "EM DASH" (0x2014) 
and made the pot file without any problems.)

Yes, I will have to change it so that empty pot files will be removed.
