I found this way to handling this text.
In this way the english text make sense for the en version and yet the
translators, looking at the notes, can create a coherent text for the
translations.
These two paras, following the license directive as published by the FSF,
must appear on every translated version of the licence.
Please feedback. If we convey on this, I'll commit this patch.
