You are right. The help is now (almost) complete, and we can have a 
general view over it.
I agree with the changes you propose.

My suggestion is about the GIMP function reference you didn't develop. I 
think it must reproduce the Toolbox and Image menus : only one structure 
for the interface and the help:

    B. Image Menu
       1. File
       2. Edit
