First of all, check that you have docbook stylesheets installed. They
should be somewhere in the /usr/share/sgml/docbook/xsl-stylesheets.
Otherwise please install package
http://cygwin.com/packages/docbook-xsl
Second, please check that path to the stylesheets is correctly set in
xml catalog. It's in /etc/xml/catalog. libxml looks into this file for
local copies and if it fails to find local copy it searches for
stylesheet in network.
Third, you might want to remove -nonet option to xsltproc, then xsltproc
will download stylesheets from network.
