I have always favored splitting the various languages into separate
files, because I couldn't imagine hand-editing an xml file with, say,
20 languages all mixed together. If this were done, then I don't
see what would prevent having po translations for new languages, while
languages that are already far along, such as German, French, Chinese,
Italian, and perhaps Czech, could maintain their existing text if
they wanted to.
There have already been several cases where people were interested in
translating GIMP-Help but were scared away by the xml.
