Are you sure?
"1/" was the example given by Roman and used in toolbox/intro.xml or
tool-rect-select.xml for instance: working well.
Another way to ask my question: must we have only one revnumber for the
file (and for all languages) or a revnumber for every language in the file?

The first version is simply not valid docbook xml. Thats why it can't be
