Try running autogen like this:
ACLOCAL='aclocal -I /gtk/share/aclocal' ./autogen.sh
(add your normal configure options to the end of the command)

Those files (install-sh, missing, config.sub, config.guess) should be
created by autogen, but they aren't being created because it's
erroring out early.
