Documentation already needs to be updated when a new option is added,
so you can already check the manuals to see when it first appeared.

Asking for every change or interaction of options (e.g. whether a
particular -Wfoo option started working with #pragma GCC diagnostic
where it previously didn't) is probably too much to ask.
