Why do you keep changing the subject line? It's annoying.
Write in the body of the email like normal people.

You're trying to be independent by saying "help plz" every ten
minutes?  You've failed then haven't you.
Just use Ubuntu's GCC, which will be built properly by people who know
how to do it, and it will install any other packages it depends on

Why do you care so much about that one program? If you want working
locale support try to install Ubuntu's GCC, or look in the config.log
file to see which model your build is using (why do you keep ignoring
my suggestion to do that?)
It looks as though there's a gcc-4.5 package for Ubuntu anyway:
